2. Anyone who was eligible to vote in the first round is eligible to vote in the run-off, provided they have not lost their right to vote in the meantime.
3. Voting rights may be exercised as follows:

Otherwise, the polling card and postal voting documents can be applied for using the application printed on the back of the polling card or, if this application was already submitted at the first election, using the postcard that was sent together with the postal voting documents for the first election.
5.3 In the case of postal voting, voters shall ensure that the ballot letter containing the ballot papers and the ballot paper is received by the authority indicated on the ballot envelope by the end of the voting period on the election day.
