Announcement on the inspection of the electoral rolls and the issuing of polling cards

The electoral register for the above-mentioned election in the district town of Kitzingen will be available for inspection by eligible voters from 16 February 2026 to 20 February 2026 during the opening hours of the Residents’ Registration Office at the Electoral Office, Kaiserstraße 13/15, 97318 Kitzingen. Opening hours are as follows: Monday to Friday from 8.00 am to 12.00 pm, Monday and Tuesday from 1.00 pm to 4.00 pm, and Thursday from 1.00 pm to 6.00 pm. Eligible voters may check the accuracy or completeness of the data entered in the electoral register concerning themselves. Voters may only check the accuracy or completeness of data relating to other persons entered in the electoral register if they can substantiate facts from which an inaccuracy or incompleteness in the electoral register may arise. The right to verify does not apply to the details of eligible voters for whom a restriction on disclosure has been entered in the register of residents in accordance with Section 51(1) of the Federal Registration Act.

The electoral roll is kept in an automated process; it can be viewed using a data display device.

2. Only those who are registered on the electoral roll or hold a polling card may vote.

Anyone who considers the electoral roll to be incorrect or incomplete may lodge an appeal within the aforementioned inspection period. The appeal may be lodged in writing or by declaration for the record.

3. Voters who are registered on the electoral roll will receive a polling card, together with a form for applying for a polling card, by 15 February 2026 at the latest. Anyone who has not received a polling card but believes they are eligible to vote must lodge an objection to the electoral register; otherwise, there is a risk that they will not be able to exercise their right to vote.

4. if you are entered in a voters' register and do not have a polling card, you can only vote in the polling district in which you are entered in the voters' register.

5 Anyone who has a polling card may exercise the right to vote

5.1 in municipal elections by voting in any polling station of the municipality that issued the ballot paper,

5.2 in the case of district elections by casting a vote in any polling station within the district; if the ballot paper is also valid for municipal elections, the vote can only be cast in this municipality,

5.3 by postal vote.

6. a polling card is issued upon application

6.1 a person who is eligible to vote and is entered on the electoral register.

Applications for a polling card may be submitted in writing, electronically or in person (but not by telephone) until 3.00 pm on Friday 6 March 2026 at the Town Hall, Electoral Office, Kaiserstraße 13/15, 97318 Kitzingen. If, in the event of a proven sudden illness, it is not possible to visit the polling station, or doing so would involve unreasonable difficulties, the application may still be submitted until 3.00 pm on election day.

6.2 a person eligible to vote who is not entered on the electoral register, if

  1. she proves that she has missed the deadline for applying for inclusion in the electoral roll pursuant to Section 15 (6) of the Municipal and District Election Code or the deadline for objecting to the electoral roll pursuant to Article 12 (3) sentence 1 of the Municipal and District Election Act (cf. nos. 1 and 3) through no fault of her own,

b) their right to vote did not arise until after expiry of the application or appeal periods specified under a),

c) their right to vote has been established in the complaints procedure and they have not been entered in a voters' register.

These eligible voters may submit an application for a polling card to the office specified in section 6.1 in writing, electronically or in person (but not by telephone) up until 3.00 pm on election day.

7. Anyone submitting an application on behalf of another person must provide written proof of authorisation to do so. If, due to a disability, a person eligible to vote is unable to apply for a polling card themselves or to grant a power of attorney to a third party, they may seek the assistance of a person they trust. That person must provide their personal details and demonstrate credibly that the application is in accordance with the wishes of the person eligible to vote.

8. with the polling card, the person entitled to vote receives

a) one ballot paper for each election described above,

b) one ballot paper envelope for all ballot papers,

c) a red ballot paper envelope with the address to which the ballot paper is to be sent,

d) an information sheet for postal voting.

Ballot papers and postal voting documents will be sent or officially delivered. Lost ballot papers will not be replaced. If a person entitled to vote credibly affirms that they have not received the polling card they applied for, they may be issued a new polling card up to 12.00 noon on the day before the election.

9. Polling cards and postal voting packs may also be collected in person by eligible voters. These documents may only be handed over to other persons if the right to receive them is proven by presenting a written power of attorney and official identification, and provided that the authorised person represents no more than four eligible voters; they must confirm this in writing to the local authority before collecting the documents. The authorised person must be at least 16 years of age when collecting the documents; they must provide proof of identity upon request. If, due to a disability, a person entitled to vote is unable to collect the documents themselves or to grant a power of attorney to a third party, they may seek the assistance of a person they trust. This person must provide their personal details and demonstrate credibly that they are acting in accordance with the wishes of the person entitled to vote.

10. A person entitled to vote who is unable to read or who is prevented from casting their vote due to a disability may seek the assistance of another person to cast their vote. The person providing assistance must be at least 16 years of age. Such assistance is limited to technical help in expressing a voting decision made and stated by the voter themselves. Assistance is not permitted if it is provided under improper influence, if it replaces or alters the eligible voter’s self-determined formation of will or decision, or if there is a conflict of interest on the part of the person providing assistance. The person providing assistance is obliged to maintain confidentiality regarding any knowledge they have gained of another person’s vote whilst providing assistance.

11. When voting by post, eligible voters must ensure that the postal ballot pack, containing the polling card and the sealed ballot envelope (with the relevant ballot papers), is received at the address stated on the postal ballot envelope by 6.00 pm on election day at the latest.
