Description of the
For the initial final construction (including partial works) of roads, the local authorities, in their capacity as road construction authorities, levy development contributions in accordance with the Development Contributions By-law (for further information on development contributions, see the reference under ‘Related links’).
The neighbour’s certificate documents the settlement status of a plot of land in relation to development contributions.
Prerequisites
The plot of land for which a resident’s certificate is being applied for must be specifically identified, and proof of ownership and an extract from the cadastral map must be enclosed.
Unless the application is made by the owner, the applicant must provide a power of attorney or a declaration of consent from the owner of the property or flat.

Procedure
The application must include the owner’s name and address, and specify the plot of land (street, house number, cadastral district and parcel number). It may also be submitted informally.
