You can apply for an extended certificate of good conduct at the local authority / registration office (citizens’ advice bureau) or electronically via the Federal Office of Justice’s online portal (see ‘Online procedure’) if specific legal provisions require the issue of an extended certificate of good conduct or if you need this certificate for
- the assessment of personal suitability in accordance with Section 72a of Book VIII of the Social Code (Child and Youth Welfare),
- any other professional or voluntary role involving the supervision, care, upbringing or education of minors, or any activity which is similarly likely to bring the person into contact with minors.
If you are applying in person at the local authority, you must present your passport or identity card and the written request in which you are required to submit an extended certificate of good conduct. The written request must confirm that the conditions set out in Section 30a of the Federal Central Register Act for the issue of an extended certificate of good conduct are met. In the case of self-employed persons, a certificate issued by the applicant themselves is sufficient.
To submit an application electronically, you will need either an identity card or an electronic residence permit, both of which must have the online identification function activated; in this case, the certificate required under Section 30a of the Federal Central Register Act must be uploaded.
Applications cannot be submitted by an authorised representative (e.g. a solicitor).
Applications by public authorities
: Since 1 May 2010, public authorities have also been able to apply for an extended certificate of good conduct for the purpose of protecting minors. This is subject to the condition that the authorities require the certificate of good conduct to carry out their official duties and that a request to the person concerned to produce such a certificate has proved inappropriate or unsuccessful. A request for the person concerned to submit an extended certificate of good conduct is always deemed inappropriate if a decision to their detriment is intended and their cooperation cannot therefore be expected. In such cases, the requesting authority must, upon request, grant the person concerned access to the certificate of good conduct. In all other cases, the cooperation of the person concerned is an essential prerequisite for applying for an extended certificate of good conduct.Information on the content of extended criminal record certificates can be found under ‘Further links’.

Exemption from fees: In the case of indigence (e.g. receipt of citizen's allowance, social assistance, supplementary child allowance in accordance with Section 6a of the Federal Child Benefit Act, BAföG or benefits in accordance with the Asylum Seekers Benefits Act), the Federal Office of Justice can reduce the fee or refrain from charging the costs upon application. If a certificate of good conduct is required for the exercise of voluntary care (§ 19 Para. 1, § 21 BtOG) or voluntary work that is carried out for a non-profit organisation, for a public authority or as part of one of the services listed in § 32 Para. 4 No. 2 letter d EStG, there is no fee.
