As a general rule, the driving licence authority (= district administrative authority) in your place of residence is responsible for matters relating to driving licences. However, you can submit your driving licence application not only there, but also at your local council. This may be advisable to avoid delays, as the District Administrative Authority usually requires information from your local council to process the application.
