Description of the
Young people are provided with the youth work services necessary to support their development. These services should be tailored to young people’s interests and involve them in decision-making and shaping the activities; they should empower young people to make their own choices and encourage and guide them towards shared social responsibility and social engagement.
Youth work is provided by youth associations, groups and initiatives, other youth work organisations, and public youth welfare services. It includes services aimed at members, open youth work, and community-based services.
The key areas of youth work include:
- extracurricular youth education with general, political, social, health, cultural, natural history and technical education,
- Youth work in sports, games and socialising,
- work-related, school-related and family-related youth work,
- international youth work,
- Children's and youth recreation and
- Youth counselling.

If you have any questions about youth work, please contact the youth welfare office at the district or county office, the municipality, the district or the Bavarian Youth Council.
Notes
As the regional authority responsible for youth work, the Free State of Bavaria supports investment in Bavarian school camps and youth hostels, the Dachau Youth Hostel Foundation, the Prix Jeunesse International children’s and youth television festival, the Tandem Coordination Centre for German-Czech Youth Exchange, the Bavarian Association of Political Youth Organisations, and football fan projects.
The Bavarian Action Plan for Youth, drawn up by the Bavarian State Ministry for Family, Labour and Social Affairs, aims to capitalise on the current high level of political interest in youth issues.
The aim is to promote and value the opinions of young people, to enter into a stronger dialogue with young people and to take their demands even more seriously.
Under the motto "Join in - for your democracy", measures from the five fields of action have been developed and implemented since 2019:
- "Intensify dialogue with young people"
- "Creating public platforms for youth issues"
- "Developing youth issues locally"
- "Strengthening extracurricular democracy education"
- "Support youth workers (professionals and volunteers)"
