Description of the
The Bavarian State Ministry for Family, Labour and Social Affairs awards people who have rendered special services to people with disabilities in need of care through personal care or in other ways with a care medal and a certificate of thanks and honour in recognition of their social work.
Prerequisites
Persons in need of care with disabilities
People with disabilities who are in need of care are people who are so helpless that, as a result of their disability, they require a considerable amount of permanent assistance from others to carry out the usual and regularly recurring activities of daily living on a more than temporary basis.
Proof is usually provided by the severely disabled person's pass with the H mark or by the notification of the granting of a care allowance or care allowance.
The disabled person in need of care must live in Bavaria.
Carers and personal care
Carers are caregivers who are close to the disabled person in need of care, who provide care by way of neighbourly help or who work on a voluntary basis as part of an outpatient social service.
The care must generally be provided in the home and be unpaid. A small fee or the reimbursement of expenses incurred by the carer does not exclude the honour.
The carer must be worthy of the honour in terms of reputation and standing, i.e. the person must not have an entry for a final conviction in the Federal Central Criminal Register.
In principle, care should include all services that are necessary for care and support. Comprehensive care in this sense also includes, for example, any additional special supervision required by a person with a disability as well as the management of their household and the care of their children.
The care must have been provided regularly and generally over a continuous period of at least five years. Shorter interruptions in care, e.g. due to holidays or illness of the carer or the person with a disability in need of care, do not exclude the honour.
Persons who have rendered outstanding services to people with disabilities in need of care in ways other than personal care can also be honoured.
Deadlines
The proposal to honour the carer should be received by the municipality of residence no later than one year after the death of the person with a disability who was cared for.

Announcement of the Bavarian State Ministry for Family, Labour and Social Affairs of 19 August 2021, ref. II4/0135.01-1/112
- Honour for special services to people with disabilities in need of care
Procedure
Proposal
Welfare and disability organisations, social service providers, providers of facilities and services for the disabled, local authorities and any citizen are entitled to make nominations. The nomination for the honour must be submitted to the municipality in which the person to be honoured lives (municipality of residence). Forms for the proposal are available from all municipalities, district offices and governments.
In the case of proposals from welfare and disability associations, social service providers, providers of facilities and services for the disabled and local authorities, the municipality of residence confirms that it has no knowledge that would prevent the honour from being awarded. In the case of nominations from individual citizens, the municipality of residence confirms that the requirements for the honour have been met or justifies why it does not consider the requirements to have been met.
The municipality forwards the reviewed proposal with its confirmation to the responsible government (in the case of municipalities belonging to a district, via the district administration office).
Decision
The responsible government forwards the proposal to the Bavarian State Ministry for Family, Labour and Social Affairs with its opinion for a decision and the latter prepares the issue of the certificate of thanks and honour.
Honour
The certificate of thanks and honour is signed by the Minister of State for Family, Labour and Social Affairs. The nursing medal and the certificate of thanks and honour are presented by the Minister of State, by a person appointed by him or her or, by special agreement, by another person, e.g. the mayor of the municipality of residence.
