Description of the
The housing eligibility certificate is issued upon application by the relevant authority (district offices, independent towns, major district towns or ‘major delegated municipalities’). Designation also requires such an application.
A distinction is made between the general and the targeted housing eligibility certificate.
- In principle, the general housing eligibility certificate allows those seeking accommodation to apply for a suitable subsidised (social) rental flat anywhere in Bavaria. The general housing eligibility certificate sets out the exact scope of the housing entitlement (in particular, the number of household members and the appropriate flat size).
- The specific housing eligibility certificate is issued solely for a particular flat.
Certain subsidised rental properties, particularly social housing in areas designated by regulation as having a high demand for housing, may only be allocated to a person seeking accommodation who has been nominated by the relevant authority for that specific property. In such cases, a housing eligibility certificate is not required.
Prerequisites
The housing eligibility certificate is issued to the person seeking accommodation and the members of their household; in addition to spouses and children, this also includes certain other persons with whom they share a household and financial arrangements. A key requirement for the issue of a housing eligibility certificate (and also for a nomination) is therefore, in particular, that
- the person seeking accommodation is, both legally and in practice, in a position to establish a long-term residence for the household and
- the household’s total income does not exceed the relevant income thresholds.
The income limits vary depending on the specific flat. You can find further information on the income limits under ‘Related topics’ – ‘Social housing’. In the interests of promoting a diverse mix of residents, there is no standard income limit for accessing subsidised rental accommodation in Bavaria.
Deadlines
There is no deadline for submitting applications.
Required documents

Der Antrag muss für den Antragssteller und alle Haushaltsangehörigen ausgefüllt werden.
Die Anträge und alle geforderten Unterlagen können Sie uns per Post, Einwurf im Rathaus-Briefkasten oder per Email zukommen lassen. Bitte darauf achten, dass alle Anträge/Formulare unterschrieben sind.
Zudem benötigen wir:
- Kopie der Ausweise oder Aufenthaltstiteln vom Antragssteller und allen weiteren Haushaltsangehörigen + falls vorhanden: Schwerbehindertenausweis
- Kopie der Einkommensnachweise vom Antragssteller und allen weiteren Haushaltsangehörigen (z. B. aktueller Grundsicherungsbescheid, BAföG-Bescheid, Rentenbescheid, Bescheid Elterngeld, Bescheid Unterhaltszahlungen, Bescheid Familiengeld, Gehaltsabrechnungen der letzten 12 Monate, Arbeitsvertrag bei Arbeitsverhältnissen kürzer als 12 Monate, etc.)
- Falls bereits jetzt bekannt ist, dass sich etwas in den nächsten 12 Monaten an den Einkommensverhältnissen ändert, bitten wir auch hier um entsprechende Nachweise
Wichtig: Alle Unterlagen müssen als Kopie eingereicht werden!
Sofern Sie für einen Wohnberechtigungsschein berechtigt sind, beträgt die Gebühr für diesen € 7,50. Diese ist bei Abholung in bar zu bezahlen. Wir rufen Sie an oder schicken eine E-Mail, sobald die Bearbeitung abgeschlossen ist.
Erst wenn alle Unterlagen vollständig vorliegen, kann der Antrag geprüft werden. Einzelne Unterlagen werden nicht entgegengenommen!

- Fee for a specific flat: 12.50 to 25.00 euros
